Reconocido experto en derecho internacional de inversiones y resolución internacional de controversias, con más de 25 años de liderazgo en el Centro Internacional de Arreglo de Diferencias Relativas a Inversiones (CIADI) del Grupo del Banco Mundial.
Secretario General Adjunto del CIADI de 2016 a 2025, desempeñó un papel fundamental en el desarrollo institucional del Centro y en el avance de su práctica global de resolución de diferencias.

Gonzalo Flores es un árbitro independiente y reconocida autoridad en derecho internacional de inversiones y solución de diferencias inversionista-Estado (ISDS), basado en el Área Metropolitana de Washington, D.C. Nacional de Chile, con amplia experiencia en jurisdicciones de derecho civil y de common law, Gonzalo tiene grados en derecho de la Universidad de Chile y de Cornell University Law School.
De 2016 a 2025, Gonzalo se desempeñó como Secretario General Adjunto del Centro Internacional de Arreglo de Diferencias Relativas a Inversiones (CIADI, conocido como ICSID en inglés), la institución líder a nivel mundial en la resolución de controversias internacionales en materia de inversión. Elegido por los Estados miembros del CIADI para dos períodos consecutivos de seis años, actuó con frecuencia como Secretario General.
Tras años en la práctica privada, Gonzalo se incorporó al CIADI en 1998. En el ejercicio de su cargo, supervisó cientos de procedimientos de arbitraje y de conciliación de inversiones iniciados al amparo del Convenio del CIADI, el Reglamento del Mecanismo Complementario del CIADI y el Reglamento de Arbitraje de la CNUDMI. Su experiencia abarca casos emblemáticos que han configurado el derecho internacional de las inversiones, y se extiende a disputas surgidas al amparo de leyes de inversión, tratados internacionales y contratos, en una amplia gama de sectores económicos.
Como Secretario General Adjunto, Gonzalo dirigió la gestión operativa del Centro, supervisando un Secretariado de más de 75 profesionales, al tiempo que contribuyó a definir la dirección estratégica del CIADI. Lideró importantes iniciativas institucionales, destacando la revisión de las Reglas y Reglamentos del CIADI de 2022 y el Código de Conducta para Árbitros en Controversias Internacionales de Inversión, elaborado conjuntamente con la CNUDMI.
Gonzalo es ponente habitual en conferencias sobre derecho internacional de inversiones y procedimiento en todo el mundo. Ha impartido conferencias en las principales universidades de las Américas, Asia y Europa, y ha contribuido a programas de capacitación para funcionarios gubernamentales y profesionales del sector privado en todo el mundo.
Tiene pleno dominio del español e inglés, con conocimiento funcional del francés.
